President Donald Trump announced Friday that the United States has reached an extraordinary agreement with Venezuela to obtain majority control of more than 65 billion barrels of oil reserves. The deal arrives as the conflict with Iran disrupts global crude shipments and drives renewed concern about energy security.
Trump revealed the agreement in an evening social media post, calling it “THE BIGGEST OIL DEAL IN WORLD HISTORY.” He also said the transaction would come “at no cost to” American taxpayers, though detailed financial and contractual terms were not immediately released.
If implemented as described, the arrangement would more than double the oil reserves controlled by the United States, according to Trump. Such a dramatic expansion could reshape Washington’s strategic position in global energy markets and provide a substantial buffer against future supply shocks.
The announcement carries added weight because the Strategic Petroleum Reserve has been sitting at historically depleted levels. Department of Energy data released earlier this month showed reserve volumes near lows not recorded since the 1980s.

Trump said American officials coordinated with government leaders in Venezuela to secure the agreement. He added that unnamed private companies participated through a “partnership,” suggesting that commercial operators may play a central role in financing, developing, or managing the reserves.
“This Transaction will greatly strengthen the already growing relationship between Venezuela and the United States,” Trump wrote in the post. The statement pointed to a sharp transformation in relations between Washington and Caracas following months of confrontation.
The agreement follows the United States attack on Venezuela in January, when Nicolás Maduro, the country’s president at the time, and his wife, Cilia Flores, were captured. That operation fundamentally altered Venezuela’s political landscape and opened the door to a new relationship with American officials.

Venezuela possesses some of the world’s largest known petroleum resources, but years of political turmoil, nationalization, corruption, and inadequate investment have crippled production. Trump’s announcement also comes at a politically sensitive moment as American households face sharply higher fuel expenses ahead of the midterm elections. Those elections will determine whether Republicans maintain full control of Washington, making gasoline prices a major economic and electoral concern.
The national average for a gallon of gasoline reached roughly $4.09 on Friday, according to AAA. That represented a 27 percent increase from one year earlier, placing additional pressure on family budgets already strained by elevated costs for housing, food, insurance, and other essentials.

Trump said the Venezuelan agreement should help lower prices at the pump. Any relief would depend on how quickly the reserves can be developed and brought to market, because ownership or control alone does not immediately translate into additional barrels of usable supply.
West Texas Intermediate crude declined 4 percent during the week, recording its first weekly loss in three weeks. Even after that retreat, the American benchmark remained more than 24 percent higher since the conflict with Iran began, reflecting persistent fears about supply disruptions.
The war with Iran has sharply restricted traffic through the Strait of Hormuz, one of the most important petroleum corridors in the world. Only a handful of ships have recently passed through the strait each day, compared with approximately 100 daily crossings one year ago, according to the International Monetary Fund’s PortWatch tracker.
A prolonged disruption in Hormuz could continue pushing shipping, insurance, and energy costs higher across the global economy. Therefore, access to Venezuela’s enormous resource base could become an important strategic counterweight, particularly if Middle Eastern exports remain constrained.
Major questions remain about the agreement’s structure, timeline, enforcement, and private participants. Still, the scale described by Trump would make the transaction a historic energy play, with potentially sweeping consequences for oil markets, American consumers, federal reserves, and relations between Washington and Caracas.
