Kalshi traders are assigning a 75% chance that more than 5,100 planned or operating artificial intelligence data centers will be counted before 2027. The market estimate has climbed from 60% in only two weeks, making the threshold considerably more likely than it appeared earlier.

The contract includes both facilities that have been proposed and sites already running, rather than limiting the count to completed projects. Its outcome will be resolved and verified using Data Center Map, which plots planned and operating data centers on its website.

Data Center Map currently lists more than 4,700 operating and planned data centers in the U.S. That existing tally provides the baseline for a market now placing stronger odds on the total clearing 5,100 before the calendar turns to 2027.

Virginia leads the states with more than 670 planned and operating facilities, according to Data Center Map. Texas follows with 537, while California has more than 200 facilities in the two categories.

Technology companies have also been expanding their data center presence in Texas, New Mexico and Arizona. The activity reflects a continuing buildout even as proposed projects encounter resistance from communities and activists in areas where companies want to develop new sites.

Opponents argue that these projects could push utility costs higher for local customers and consume substantial amounts of water. Those concerns have fueled growing public opposition to construction while the prediction market points toward a larger national count.

The rising backlash has not prevented Kalshi traders from increasing the probability attached to the 5,100 threshold. The change from 60% to 75% occurred over just two weeks as traders assessed the number of facilities proposed or already operating.

Oracle has encountered complications involving its proposed data center project in New Mexico. Bloomberg reported last month, citing sources familiar with the matter, that Oracle sent its developer a force majeure notice connected to the project.

According to Bloomberg, Oracle issued the notice in an effort to protect itself against higher expenses if the project does not come online in 2028 as anticipated. The report tied that notice directly to the New Mexico development.

The proposed Oracle facility also ran into another obstacle during the summer. New Mexico regulators rejected applications for a gas pipeline project that was intended to fuel the data center, Bloomberg reported.

The Oracle developments come as companies increase their data center footprint across several Southwestern states. At the same time, communities and activists are focusing attention on possible effects involving utility bills and water consumption.

Kalshi’s contract is concerned with the number of proposed and operating facilities, not whether individual projects remain free from regulatory or development complications. Planned sites therefore count alongside facilities that are already running when Data Center Map determines the total.

That structure makes the pace of proposals important to the contract’s eventual result. The threshold can be reached through the combined number of planned and operating sites recorded before 2027, even as particular developments face local opposition or other snags.

The current figure of more than 4,700 facilities remains below the contract’s target of more than 5,100. Nevertheless, traders have substantially raised their assessment of the likelihood that the higher count will be reached before the new year.
